En este sentido, celebramos la voluntad pol\u00edtica del Departamento Ejecutivo y del Concejo Municipal de avanzar con herramientas concretas que acompa\u00f1en al sector privado, as\u00ed como los acuerdos alcanzados entre los distintos espacios.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Al mismo tiempo, consideramos clave garantizar una implementaci\u00f3n \u00e1gil y efectiva, evitando que los procedimientos administrativos que se definan en la reglamentaci\u00f3n se conviertan en un obst\u00e1culo para el acceso a los beneficios. La herramienta ser\u00e1 tan valiosa como lo sea su aplicaci\u00f3n pr\u00e1ctica.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En la misma l\u00ednea, entendemos que esta iniciativa debe ser tambi\u00e9n un punto de partida para avanzar hacia una mirada m\u00e1s integral, que permita que la promoci\u00f3n econ\u00f3mica pase a constituirse en una condici\u00f3n estructural del funcionamiento del Estado local.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En ese marco, creemos necesario ser claros: resulta imprescindible abrir un debate serio y profundo sobre la estructura tributaria local, en particular en relaci\u00f3n al Derecho de Registro e Inspecci\u00f3n (DReI), cuya l\u00f3gica actual genera distorsiones que afectan la competitividad, desalientan la inversi\u00f3n y penalizan el crecimiento. Rafaela necesita avanzar hacia un esquema m\u00e1s simple, previsible y alineado con las din\u00e1micas modernas de la actividad econ\u00f3mica.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asimismo, adoptar un enfoque de \u201cciudad como r\u00e9gimen de promoci\u00f3n\u201d implica ir mucho m\u00e1s all\u00e1 de los incentivos fiscales.
