{"id":21086,"date":"2023-04-17T18:38:05","date_gmt":"2023-04-17T21:38:05","guid":{"rendered":"https:\/\/www.sabado100.com.ar\/?p=21086"},"modified":"2023-04-17T18:38:05","modified_gmt":"2023-04-17T21:38:05","slug":"adjudican-obra-multimillonaria-a-empresa-procesada-por-corrupcion","status":"publish","type":"post","link":"https:\/\/sabado100.com.ar\/es-ar\/adjudican-obra-multimillonaria-a-empresa-procesada-por-corrupcion\/","title":{"rendered":"Adjudican obra multimillonaria a empresa procesada por corrupci\u00f3n"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Lionella Cattalini present\u00f3 en la C\u00e1mara de Diputados un proyecto donde solicita al Poder Ejecutivo remita de manera urgente toda la documentaci\u00f3n sobre la adjudicaci\u00f3n de una de las obras m\u00e1s importantes del programa Santa Fe M\u00e1s Conectada a la empresa entrerriana OICSA, denunciada ante la justicia penal por corrupci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEn el a\u00f1o 2021, el gobernador Omar Perotti pidi\u00f3 a esta Legislatura la aprobaci\u00f3n de un endeudamiento de hasta cien millones de d\u00f3lares para la ejecuci\u00f3n del programa \u201cSanta Fe m\u00e1s Conectada\u201d, una pol\u00edtica p\u00fablica que promet\u00eda la extensi\u00f3n de fibra \u00f3ptica a toda la provincia para garantizar la conexi\u00f3n digital de todos los santafesinos. No s\u00f3lo comprobamos que hasta enero de este a\u00f1o s\u00f3lo se hab\u00eda ejecutado el 20 % de la obra sino que encontramos que la etapa principal de la misma fue adjudicada a una empresa que tiene en su haber m\u00faltiples denuncias por sobreprecios\u201d, dijo Cattalini.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En el proyecto presentado, la diputada indic\u00f3 que en el a\u00f1o 2022 el gobierno provincial adjudic\u00f3 a la firma Organizaci\u00f3n Industrial Construcciones SA (OICSA), la contrataci\u00f3n de los servicios de Rosario, por la suma de 1.993.000 y luego de 13.268.000 d\u00f3lares por servicios de relevamiento, estudio, dise\u00f1o, ingenier\u00eda, elaboraci\u00f3n de proyecto ejecutivo, provisi\u00f3n y tendido de trazas de fibra \u00f3ptica en la provincia de Santa Fe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cObservamos con mucha preocupaci\u00f3n la adjudicaci\u00f3n de esta obra a una firma que cuenta en su haber varias causas en la justicia en la provincia de Entre R\u00edos por cobro de sobreprecios en obras p\u00fablica realizadas en diferentes municipios. Se nos hace muy dif\u00edcil creer que el gobierno de Perotti no conociera estos antecedentes y al mismo tiempo le adjudique una obra de tama\u00f1o peso, tanto estrat\u00e9gico como econ\u00f3mico, para nuestra provincia\u201d, se\u00f1al\u00f3.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asimismo, Cattalini remarc\u00f3 la necesidad imperiosa de que el Poder Ejecutivo env\u00ede a la C\u00e1mara de Diputados toda la documentaci\u00f3n que respalda la adjudicaci\u00f3n para ser analizada. \u201cLuchamos por la transparencia de los actos de gobierno y vemos con mucha preocupaci\u00f3n esta situaci\u00f3n en donde se lesiona gravemente este principio, echando una gran sombra de corrupci\u00f3n sobre esta adjudicaci\u00f3n\u00bb, concluy\u00f3.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Antecedentes sobre OICSA<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Municipalidad de Segui:<\/strong> la empresa fue acusada por una obra de asfaltado facturada en 20 millones de d\u00f3lares cuando en realidad costaba 13. Hay una denuncia penal que se encuentra en 2da instancia y una condena contra la empresa. Tambi\u00e9n est\u00e1 denunciado el intendente de Segui.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Municipalidad de Larroque:<\/strong> all\u00ed, la empresa OICSA cobr\u00f3 en el a\u00f1o 2016, 21 millones de d\u00f3lares por obras de asfaltado, algo que luego se prob\u00f3, costaba 5 millones. Existe una causa penal donde est\u00e1n imputados por presuntos delitos administrativos fraudulentos en perjuicio del Estado y el erario p\u00fablico, el ex intendente de la localidad entre otros funcionarios, y Hector Here\u00f1u, directivo de OICSA.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Cumbre del Mercosur:<\/strong> en junio de 2022, la misma empresa admiti\u00f3 haber formado parte de una estructura de corrupci\u00f3n por sobreprecios en las obras de la Cumbre del Mercosur de 2014 realizada en la localidad de Paran\u00e1, en donde se benefici\u00f3 con la suspensi\u00f3n del juicio a prueba realizando la correspondiente probation (a trav\u00e9s del pago a diferentes entidades p\u00fablicas, entre ellas la propia municipalidad de Paran\u00e1).<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>La firma es OICSA y tiene m\u00faltiples y conocidas causas por sobreprecios.
