{"id":10948,"date":"2021-02-18T12:18:01","date_gmt":"2021-02-18T15:18:01","guid":{"rendered":"https:\/\/www.sabado100.com.ar\/?p=10948"},"modified":"2021-02-18T12:18:01","modified_gmt":"2021-02-18T15:18:01","slug":"mi-entrevista-a-carlos-menem","status":"publish","type":"post","link":"https:\/\/sabado100.com.ar\/es-ar\/mi-entrevista-a-carlos-menem\/","title":{"rendered":"Mi entrevista a Carlos Menem"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Por Marco Antonio Terragni.-<\/strong> El 20 de noviembre de 2008, en ocasi\u00f3n de estar dictando clases en la sede del Superior Tribunal de Justicia de la Provincia de La Rioja, tuve la oportunidad de conversar con el Dr. Carlos Menem en su residencia sobre temas constitucionales y el resultado de aquella entrevista fue publicado en mi sitio www.terragnijurista.com.ar y de all\u00ed lo extrajo, en su momento, la Asociaci\u00f3n Argentina de Profesores de Derecho Constitucional. Unos a\u00f1os antes hab\u00edamos conversado en Madrid, adonde se estaba llevando a cabo una de las cumbres iberoamericanas.<br>Menem hab\u00eda terminado su segundo mandato como presidente de la Naci\u00f3n el 10 de diciembre de 1999.<br>Mi primera pregunta fue: A la luz de la historia argentina y a la luz de su historia personal, estima que fue una decisi\u00f3n acertada la suya la de la reelecci\u00f3n. Yo estaba convencido que el primer per\u00edodo fue exitoso pero el segundo no, pero quer\u00eda conocer su opini\u00f3n.<br>Sintetizando su respuesta recuerdo que me dijo que aspiraba a conseguir algunos resultados favorables de proyectos que ten\u00eda pendientes.<br>El segundo tema fue: \u00bfQu\u00e9 aspectos positivos rescata de la reforma de la Constituci\u00f3n nacional realizada en 1994?. Contest\u00f3 que \u201cfue importante la incorporaci\u00f3n de los tratados y declaraciones protectores de los Derechos Humanos\u201d.<br>\u00bfY los negativos?<br>\u201cHaber instituido la elecci\u00f3n directa del Presidente de la Naci\u00f3n y consecuente eliminaci\u00f3n del Colegio Electoral. Con ello han perdido influencia las provincias con poca poblaci\u00f3n y ganado los distritos m\u00e1s grandes: se quebr\u00f3 el equilibro\u201d.<br>Concluida la entrevista, que yo estaba grabando, pas\u00f3 a relatarme momentos que, en lo personal, le fueron muy importantes y a m\u00ed me qued\u00f3 lo siguiente:<br>\u201cUna ma\u00f1ana, estaba yo en mi despacho de la Casa Rosada y entr\u00f3 el edec\u00e1n para informarme que se hab\u00eda producido un levantamiento militar y los sublevados quer\u00edan negociar. Me levant\u00e9 de mi asiento, mir\u00e9 por la ventana la Plaza de Mayo, pens\u00e9 un momento, gir\u00e9 mi cuerpo y le dije: \u00abDenles cinco minutos para rendirse y si no lo hacen, p\u00e1senlos a deg\u00fcello\u00bb\u201d.<br>Al escuchar su relato pens\u00e9 en su coprovinciano Facundo Quiroga, que en iguales circunstancias habr\u00eda reaccionado as\u00ed y utilizado la misma expresi\u00f3n.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Fue realizada en 2008 en La Rioja por el reconocido abogado rafaelino.
